Kylie Kelly
Founder & President
Kylie Kelly is a government affairs and political operative with extensive legislative and campaign management experience in Illinois.
Before founding KCK Strategies in 2025, Kylie spent over a decade working for the Office of the Speaker and the Illinois House Democratic Caucus.
Kylie began her career in state government in 2013 where she fostered bipartisan relationships with legislators and staff while gaining hands on experience in the legislative process. Kylie spent the next decade serving the Office of the Speaker and the House Democratic Caucus in various roles including as Legislative Director and Political Director.
Now with KCK Strategies, Kylie brings her long standing relationships with Illinois elected officials and stakeholders, her extensive knowledge of the legislative process in Springfield, and a keen understanding of the ever-changing political environment to serve the diverse needs of clients.
Legislative Experience
At the Statehouse, Kylie helped House Democrats navigate some of the most challenging years including the state’s budget impasse, the COVID-19 pandemic, and a leadership transition to a new Speaker of the House. Kylie worked directly with the General Assembly to pass landmark legislation on a variety of issues related to the state budget, health care, infrastructure, public safety, economic development and more.
As Legislative Director, Kylie worked with House Democratic Caucus members to develop legislative agendas and district outreach plans tailored to individual members and their districts. She managed a large team of legislative staff and partnered with senior leadership to oversee daily House floor operations, conduct roll calls, and advise on policy matters. Kylie also fostered relationships with key stakeholders and lobbyists at the Capitol.
Now leading a full-service lobbying firm, Kylie uses her years of experience and established relationships to navigate the complex legislative process and deliver real results for clients across a variety of industries.
Political Experience
Kylie has worked on political campaigns in every end of the state from Southern Illinois to the City of Chicago where she managed candidates and campaign operations including nominating petitions, opposition research, candidate recruitment, direct voter contact and campaign budgets.
In her role as Political Director for the House Democratic Caucus, Kylie was responsible for creating and executing campaign strategies, developing paid communication plans, managing multi-million-dollar budgets, and overseeing robust field operations for the caucus. She also built coalitions with organized labor and advocacy groups to advance shared political and legislative priorities. Her efforts contributed to the successful election of the largest and most diverse Illinois House Democratic Caucus in recent history.
Most recently, Kylie managed the successful statewide campaign for Margaret Croke as the Democratic nominee for Illinois Comptroller in 2026.
Kylie grew up in Chicago's Beverly neighborhood and graduated from the University of Dayton with a B.A. in Political Science. She spent the early years of her government career living in Springfield before returning home to Chicago.
